CHPE Power Line Faces Challenges Amid Heat Wave

On July 3, during a significant heat wave, New York State’s energy grid drew in 52 gigawatt-hours of electricity from Canada, fulfilling approximately 9% of its daily energy requirements. A crucial player in this import was the Champlain Hudson Power Express (CHPE), a 339-mile power line that connects Quebec to Queens, which began operations in May and is now recognized as the longest underground transmission line in North America.

While the CHPE might not have initially generated excitement, its potential impact on New York’s energy landscape is substantial. It is projected to supply up to 20% of New York City’s electricity demand, primarily utilizing hydropower sourced from Quebec’s abundant renewable energy portfolio. However, the line has encountered operational challenges, being offline for much of July, raising concerns among experts regarding the durability of the power supply, particularly in light of ongoing drought conditions.

The CHPE project, affectionately dubbed “chippy,” has been in development for 15 years, with its formal permitting initiated in 2010. The collaboration between Transmission Developers, backed by Blackstone, and Hydro-Québec aimed to enhance the connection between Quebec and southern New York. The construction, which began in late 2022 and was completed earlier this year, came at a cost of $6 billion. This innovative line consists of two high-voltage direct-current cables, each roughly five inches wide, buried underground and underwater, including sections at the Hudson River’s floor.

Despite these advancements, the CHPE has faced operational setbacks, including two outages shortly after its launch. The first occurred on July 1 due to converter issues on the Canadian end, and a second outage began on July 4, linked to a damaged cable section on the U.S. side. Experts have indicated that such initial difficulties are common for new infrastructure, as equipment typically undergoes rigorous testing only once operational. Hydro-Québec has confirmed that repairs have been made and the line is expected to resume services shortly.

Importantly, the New York grid had not yet factored CHPE into its summer reliability forecasts, allowing it to function smoothly during the recent heat wave. As the state looks towards a future with more interconnected energy systems, the successful operation of projects like the CHPE will be critical. However, ongoing drought conditions in Quebec pose a risk to hydropower availability, which could affect future electricity shipments across the border. As the CHPE and similar initiatives evolve, their reliability will be crucial in transitioning towards a more sustainable energy model.
